Scott Kelley, PE, PTOE is a traffic engineering expert specializing in traffic crash litigation. With a career spanning traffic safety, pedestrian safety, and bicyclist safety, he brings a comprehensive understanding of transportation systems and their impact on public safety to his litigation work. Mr. Kelley has been retained in numerous expert witness and consulting engagements across the United States, involving traffic safety, roadway design, and tort liability cases. His B.S. in Civil Engineering from Arizona State University, along with his Professional Engineer (PE) licenses in multiple states and Professional Traffic Operations Engineer (PTOE) certification, reinforce his ability to deliver objective, defensible analyses.
